    Project Description: A conversion of a defunct, 126-acre golf course to a 386-unit residential development, including detached and attached single-family residences, common open space and a small park maintained by the HOA and open to the public.

    Project Status (Updated January, 2026):

    • September 7, 2016: City Council certified an EIR for the project and approved Preliminary Planned Development District #366 in lieu of a change of zone, Tentative Tract Map 36691, and a General Plan Amendment from Open Space Parks to Very Low Density Residential,
    • August 12, 2024: Change of ownership from PS Country Club LLC to Suncal dba Serena 386, LLC
    • August 12, 2024: DA-2024-0002: Development Agreement (“DA”) Amendment; DA transferred to Serena 386, LLD; recorded with the County.
    • July 9, 2025: City Council approval of TM 39025: A 7-large lot tract map to subdivide the Serena Park project into 7 parcels for sale to merchant builders who, in turn, will submit the Final PD applications and Final Tract Maps for TTM 36691.
    • January 5, 2026: ARC approval with conditions of Cases PDD-2025-0003, 0004, and 0005: Partial Final PD’s for Common Area Landscapes and Park in Parcels 1, 2, and 3 of TM 39025 (same as 36691-1, 36691-2, 36691-3).
    • Awaiting submittal of Final PD’s and final Tract Maps for TTM 36691 as the project is sold off to individual merchant builders.

    Project Description: A request by Monaghan Palm Canyon LC, owner, for a Tentative Tract Map consisting of one lot parcel for condominium purposes located at 1875 North Palm Canyon Drive. New multi-family development consisting of sixty units to be called Siena Palm Springs. The site is currently vacant and was previously reviewed as the Tova Hotel project. The proposal is to develop the vacant parcel as an ungated sixty-unit condominium community consisting of a mix of two and four unit attached townhouses on the 4.37-acre parcel. The site plan presented to the Planning Commission is a preliminary drawing showing the possible layout of the site.

    Current Status: Approved with no movement at this time.

    Project Description: Development of 16, two-story townhomes with garages, private yards with small individual pools and common area landscaping on a roughly 1.35 acre parcel currently developed with an unused parking lot. The project includes a General Plan Amendment (“GPA”) from Neighborhood Community Commercial to Medium Density Residential, a Major Architectural application and a Development permit. The project is proposed to take access from Amado Road. The applicant intends to sell the individual dwellings as condominiums, and thus an application for a Tentative Tract Map for condominium purposes is anticipated.

    Project Address: An undeveloped 8.23-acre site at the southwest corner of North Indian Canyon Drive and East Racquet Club Road.

    Project Description: The project proposes the development of a total of one hundred and four (104) residential units, which will consist of thirty-one (31) detached single-family residences; fifty-three (53) townhomes and twenty (20) moderate affordable apartments, at an undeveloped 8.23-acre site at the southwest corner of North Indian Canyon Drive and East Racquet Club Road. As designed, the proposed single-family residential lots will be 2,850 SF in size, with two (2) floor plan options of 1,774 and 1,900 SF in size.

    The townhomes are proposed to be configured as duplexes and triplexes in two story structures with a maximum height of twenty-four (24) feet. Two floor plan options of 1,485 and 1,844 SF in size are being proposed for the duplexes. The affordable apartments consisting of fourteen (14) studios and six (6) one-bedroom units are all proposed to be two-story structures. This component of the proposal will be designated for moderate to lower-income households, which could allow for the qualification for density bonus provisions.

    The proposed project includes a recreation amenity consisting of a pool pavilion, BBQ area, seating area, bicycle rack, and restrooms. The recreation amenity is in the mid-section of the site and there are pedestrian paths of travel leading to the facility from various sections of the development. A dog park for the future residents of the development is proposed at the southern section of the project site.
