Project Description: A conversion of a defunct, 126-acre golf course to a 386-unit residential development, including detached and attached single-family residences, common open space and a small park maintained by the HOA and open to the public.
Project Status (Updated March, 2026):
- September 7, 2016: City Council certified an EIR for the project and approved Preliminary Planned Development District #366 in lieu of a change of zone, Tentative Tract Map 36691, and a General Plan Amendment from Open Space Parks to Very Low Density Residential,
- August 12, 2024: Change of ownership from PS Country Club LLC to Suncal dba Serena 386, LLC
- August 12, 2024: DA-2024-0002: Development Agreement (“DA”) Amendment; DA transferred to Serena 386, LLD; recorded with the County.
- July 9, 2025: City Council approval of TM 39025: A 7-large lot tract map to subdivide the Serena Park project into 7 parcels for sale to merchant builders who, in turn, will submit the Final PD applications and Final Tract Maps for TTM 36691.
- January 5, 2026: ARC approval with conditions of Cases PDD-2025-0003, 0004, and 0005: Partial Final PD’s for Common Area Landscapes and Park in Parcels 1, 2, and 3 of TM 39025 (same as 36691-1, 36691-2, 36691-3).
- Awaiting submittal of Final PD’s and final Tract Maps for TTM 36691 as the project is sold off to individual merchant builders.
- Grading for installation of San Rafael Road projected to begin late March.
