Introduction:

The Palm Springs Comprehensive Shade and Heat Mitigation Plan for Multi-modal Transportation is a vital project strategically designed to address the impacts of climate change on multi-modal transportation infrastructure and mobility in the City of Palm Springs. The City of Palm springs faces distinct challenges, notably its climate, where the city experiences long intense summers. This extreme climate necessitates urgent climate change adaptation and mitigation measures.

Acknowledging the importance of equity, the project focuses on underserved and disadvantaged communities. In alignment with Assembly Bill 1550 and the California Climate Investments Priority Populations 2023, a majority of census tracts in Palm Springs are classified as disadvantaged communities, either because of Tribal lands, disadvantaged communities CES4, low-income communities, or low-income household eligible.

The demographic landscape further accentuates the vulnerabilities, with 32% of the population aged 65 and older and a median age of 56.6 years. Socioeconomic challenges are also apparent, with 97% of school age children eligible for free or reduced-price meals in the Palm Springs Unified Schools District and 14.5% of residents experiencing poverty.

Plan Components and Key Objectives:

1) Assessment of Climate Change Impacts

2) Extreme Heat Impact Assessment + Heat Equity Study

3) Shade Equity and Canopy Coverage Analysis

4) Underserved and Vulnerable Community Impacts

5) Adaptation Strategies and Capacities for Mitigation and Adaptation

6) Cost-Benefit Analysis

Community Engagement Strategy + Upcoming Community Listening Sessions:
The City of Palm Springs Comprehensive Shade and Heat Mitigation Plan seeks to build resilience to extreme heat by developing a comprehensive set of heat reduction and shade equity strategies. The goal is to create inclusive, heat-resilient public spaces and policies through equitable community engagement, group listening sessions, civic leadership interviews, and targeted outreach that prioritizes accessibility and community inclusion. There will be a series of community listening sessions to allow the public and relevant stakeholders to provide input on strategy development. These sessions are open to the public. Food and childcare will be provided.
